Pretty sure God knew Peter would get it right before He even asked the question (considering He knew about His death, the denials, et cetera) and it was just to further prove the validity of Christ and His Church
Also it's not a heresy against Jesus to say that Peter is the foundation on which the new Church is to be built upon after Jesus is no longer physically on Earth -- foundation doesn't mean "guy you worship" it means "main support and what everything else has the ability to grow upon"
