I don't know about Misskey's possible incompatibility, but as far as Mastodon is concerned, with this poll, it has nothing to do with a protocol change, it's supported in Mastodon's backend, and it was supported in Mastodon's front-end until 4.4.0 where it was accidentally broken
it is still possible to vote using a third-party client
and I have identified the issue and submitted a fix for the Mastodon front-end: https://github.com/mastodon/mastodon/pull/39949

after a quick look, it appears that nothing is wrong on Sharkey's end. This is simply a poll with no expiration date. Mastodon handles them, but it seems currently the web interface does not offer to vote in them.
If anything, this is a Mastodon bug.

it is entirely possible; in the Web user interface, you will be able to do so by composing your reply and pressing the quote button on the post you want to quote: this won't dismiss your reply but instead attach the quote
