I believe you are referring to comments I made about the EU DSA interoperability requirements, which are also different than federation.

@npub18c2…yppc Viber effectively rewrote their own version of the Signal protocol. So they do not user our implementation/code. But they do base what they do on our design. I cannot speak to the robustness of their version, however. I'm sure others can.
