If the phone line is dead, call the phone company first to report that your landline isn't working. It's their responsibility to repair their phone lines, and depending on what exactly got damaged they might already be aware and working on a fix, or they might not.
You can try going to the phone company's website first and see if they have a thing you can use to check/report that your phone line is down but to be clear that isn't going to open a ticket or anything for YOUR phone line, so much as inform the phone company that x ppl are having issues in your area. If it says everyone is good and there's no problems then you'll DEFINITELY want to call the phone company.
If they come out and fix shit and your Internet still doesn't work, then I'd call your ISP, but I think most of the resolution is going to lie with the phone company, based on my own experience with having broadband for many many years.
