Exactly. They had plans to do something similar with China as well. It was supposed to play out like with Russia & Ukraine where our leaders act like magnanimous diplomats while the Chinese are drained of resources fighting one of our proxies.
The way this is playing out though is that we're the ones draining our resources fighting the proxies while the Chinese leaders get to look like the magnanimous diplomats.

The point, i guess, is that China & Russia were buying Venezuelan oil from Venezuelans. Venezuela was selling us oil too until our sanctions made that all but impossible. Maduro had signaled many times that he was still willing to sell us oil, but we didn’t want to buy oil from Venezuelans. We want control of their resources.
