See; there's a distinct difference between controlling someone & providing them resources; Absolutely there should be an obligation so-to-speak to provide for them until they can provide for themselves; this should realistically be done by the parents, but alternative sources of care should exist as an open-access communal thing, free shelter, food, water, activities, education, so-on.
So if a "parent" isn't doing their role correctly; kid can walk out & be completely safe.
