Instead of reporting, it is possible to answer to the person "I'm sorry, I can't donate." I do this regularly and there is no problem at all.
Simple and easy to answer without reporting the account. If the person insists, you can mute and/or block.
Just try to avoid reporting because many Palestinians are already banned from many social media.
