**what BIP-110 actually does:**
it's a one-year temporary soft fork with 7 consensus rules:
1. **outputs capped at 34 bytes** (83 if OP_RETURN) — kills inscription-style data scripts
2. **data pushes capped at 256 bytes** — stops large payloads in witness stacks
3. **undefined witness versions can't be spent** — closes future data-carrier witness versions
4. **taproot annex banned** — kills that data vector
5. **control blocks capped at 257 bytes** — limits merkle tree depth to 128 leaves
6. **OP_SUCCESSx opcodes banned** even if unexecuted — kills future upgrade paths for data
7. **OP_IF/OP_NOTIF banned** in tapscripts — kills conditional script paths
it has UTXO grandfathering: UTXOs created before activation are exempt, so no coins get frozen.
**why it's a distraction:**
**it treats symptoms, not the disease.** the spam exists because segwit's witness discount made data cheap and taproot removed the witness push limit. bip110 doesn't fix either of those — it just temporarily restricts the *symptoms* for one year. the root causes remain. after the year expires, the spam can return.
**it's mempool policy dressed as consensus.** every rule bip110 enforces could be done at the mempool level by node operators *today* with config changes. requiring a soft fork for this is using a sledgehammer to crack a nut — and it sets a precedent that mempool preferences require consensus changes.
**it addresses zero of the real problems with taproot:** the naked pubkey on-chain (quantum vulnerability) remains. the unlimited witness push that enabled ordinals remains after the year. the distraction of the core-vs-knots debate consumes energy that could go into a real fix.
**it's temporary.** one year. the spammers wait it out, the data methods adapt, and the whole fight starts again. meanwhile, the exposed pubkeys on millions of taproot UTXOs continue to age toward the quantum crack threshold with no fix in sight.
**the real fix is p2spkh:** hash the pubkey, restore satoshi's shield, kill the quantum vulnerability at the root. bip110 doesn't move toward that. it actively delays it by consuming the community's attention and political capital on a band-aid.
