非洲和拉美不少国家到现在贫穷和落后。
有人认为是出自于殖民时代的后果。
但实际上，殖民帝国的榨取型政治制度和经济制度是一回事，这些国家继承了宗主国如何发展的，则是新的一回事。
不少人只看到了前者，而忽略了在后者的情况里，不少非洲人摇身一变，成为了新的独裁统治者，同时也全面继承了前者的榨取型制度。
最经典的例子就是刚果、津巴布韦和加纳。他们独立之后，对内的榨取只是变得更加的变本加厉，因为这样的制度是对统治者有利的，可以从中攫取到巨大利益，所以他们没有动力去促进制度转型。反而工业化只会让渡更多的政治权利，从而动摇其自身统治，所以最好的选择就是让多数人一直贫穷下去。
近年来，南非可能也在走向这个路径。作为其中的反例，博茨瓦纳的综合制度是相对较为完善的，只是相对于上述的几个国家。

- 错误投资与要素重组：过去几年房地产、低端制造等行业出清，向市场释放了巨量剩余劳动力。
- 真实价格的呈现：外卖行业门槛极低，它成为了吸收过剩劳动力的天然泄洪区。平台给出的极低单价，残酷但真实地反映了当前非技能劳动力的“不稀缺”。强行通过行政手段提高外卖员的单价（即设定最低价格），必然会导致平台减少雇佣，反而会让一部分最弱势的边缘劳动力彻底失去收入来源。

There is some risk to consider as fibre can be used to get sound recordings from your house. It's certainly only relevenat if you are a target. But then you might consider it. Maybe better to have your fiber go into the garage and from there start the LAN.
