Есть проект OONI, как мне кажется, больше всего соответствует потребностям мониторинга доступности. Можно создать свой список URL для тестирования (хоть из одного своего реле, хоть из нескольких. Наверное, чем больше — тем лучше.)
После опубликовать ссылку. Открывшим ссылку будет предложено установить приложение ooni probe, которое уже будет периодически зондировать и отправлять статистику. wss:// ссылки в список добавить нельзя, только https://. Но это почти одно и то же.
Учитывая потенциал nostr в преодолении "суверенного интернета" (пачки ивентов можно хоть на флэшке контрабандой перевозить, насколько я понимаю, протокол переживёт такие задержки), затея кажется небесполезной..
