[ loblawbob873-svg/posterchanai ] fix(torrents): durable removed-torrent tombstone; no shutdown stall or dropped saves
- Tombstone removed info_hashes (all hash forms) so a late save_resume_data_alert
can't rewrite the .resume file and resurrect a removed torrent on restart
(the 'Orange Is the New Black' reappearance). Both save paths now key the skip
on the tombstone rather than "in self.torrents", so an ACTIVE torrent whose
_stable_ih drifts from its dict key (v1/v2 hybrid) is still persisted.
- Clear the tombstone on re-add so re-adding a removed torrent persists normally.
- Join the alert thread before _save_resume_data so it's the sole pop_alerts()
consumer — previously the daemon could steal the save alert, stalling shutdown
