I know many families who have been through the battle for special provision, and more who have pulled out of formal education entirely because of failure to provide suitable support.
Families have to put so much time and energy fighting for every tiny scrap of support. Every process takes literal years and frequently involves reviews, appeals, and tribunals. The support often just doesn't exist. By the time something suitable is found, the child is often so damaged by ongoing failures that it isn't suitable anymore.
Families are stretched to breaking point and don't have any fight left in them. In other words, they're excellent targets for government "savings".
