You cannot do 1099 labor anymore unless they are fully ensured themselves and if you don't document their insurance, they push the work comp liability onto you.
Fun fact - this is trump doing this. Well, idk if he specifically but his irs is cracking down on all the under the table shit to "stop stealing jobs from Americans" even though it's the state governments hiring them half the time.
