Really depends on what you mean by that. If you mean "in 100% control of your bitcoin" i'd add an asterix when mentioning lightning. On lightning, there is no such thing as “100% counterparty-risk-free” custody in the same sense as on-chain Bitcoin. Your channel partner can close your channel and you can be forced to pay closing fees, and your funds exposed on chain for all to see.
