Stricter enforcement is usually a bad way to affect social change. People don't usually think about consequences unless they're already dealing with them, and usually those consequences in the US are only really felt by the poorest and people most disproportionately targeted by law enforcement. If fines were given based on income level and law enforcement action wasn't deeply racist, maybe I'd see your point a little more, but even then there are just so many better tools that work more effectively.
