One technique a friend I hike with does is use an old plastic take out container and duck tape so it can hang hands free from the backpack, then bag the poop, put it in the take out container, and hike it out that way. Cars produce a bunch of waste that the city will have to pay to handle as well (tire pieces, air & water particulates, CO2, the pieces that get left behind after a crash) and this seems like it's putting a higher expectation on dog owners than car owners. Both of these (dog cleanup infrastructure, car cleanup infrastructure) make more sense as infrastructure fixes because they're marginal effort to do it as a community while for each individual they're more annoying.
