For my own personal definition of rugging, the attacker need not receive the funds. For example, if a darknet market is shutdown by cops, all the users with funds on it are rugged.
The operator of the market doesn't need to be the recipient of the funds.

I am concerned about the costs of running a relay though, seems like it can add up quickly if you're a free relay or don't charge users enough.

Something like that probably happens all the time with nation-state actors inserting subtle vulnerabilities into open source software.
Go to any major lib GitHub and look at how many PRs get merged with superficial or even seemingly no review.

You can utilize a SDR with a high gain antenna to decode HDMI rf noise back to an image for example. Stacks like the rpi also require you to trust many layers of abstraction and blob firmware which you cannot inspect.

Strike has this design so all interactions with Bitcoin are possible with the denomination being isolated as USD. It's a clever trick to let users receive Bitcoin without a taxable event, since you don't receive the Bitcoin, Strike does. They then credit you in USD. The Bitcoin tab is actually a whole separate account from an accounting perspective.
