If I had to guess, probably they just block new domains by default until they have some automated thing crawl them and if they don't find any of some specific things they are looking for to keep out then they make it available.

why can't they just fork android outright and do security patches themselves? relying on google at all is the main mistake at this point. they already have a fake out compatibility layer to trick apps into thinking the gplay services are on it so might as well just diverge completely and implement a sandboxed wine-like compatibility environment and just run it as a truly independent project.

could also be an ipv4 vs ipv6 problem. I had a problem with a personal website I have on a vps where randomly it couldn't connect sometimes even though it was clearly running and eventually realized the failed attempts were when the DNS resolved to the ipv6 address (which happened randomly). I still haven't truly fixed it because nothing looked wrong with the records and it only seemed broken from my Starlink internet and not anywhere else I tried, so I just overrided the ip in /etc/hosts to the v4 address and stopped having issues at home.
