🇬🇧🤝🇺🇸 Yesterday, HM Treasury published the UK–US Joint Statement on Stablecoins, issued through the Transatlantic Taskforce for Markets of the Future.
It’s a short document, but a consequential one. It signals where two of the world’s most important financial jurisdictions intend to converge.
➡️ KEY HIGHLIGHTS:
→ Stablecoins are affirmed as a genuine vehicle for innovation, not a threat to be contained. Both governments intend to enable their use in payments, settlement, and capital markets across borders.
→ “Comparable outcomes for comparable risks.” The two regimes will be tailored, not identical, but the aim is to avoid market distortion and keep cross-border competition alive.
→ Full backing, at least 1:1, in high-quality liquid assets. A clear line in the sand on reserves, with holder protection at its core.
→ No fragmentation by ring-fencing. Prudential requirements shouldn’t trap resources jurisdiction-by-jurisdiction in ways that break operational efficiency or stifle innovation.
→ Insolvency clarity. In a failure, holders get a protected legal claim on reserves — ranking ahead of other creditors. This is the detail that turns principle into confidence.
→ A pathway to mutual market access. Both sides intend to explore how stablecoins issued in one jurisdiction can reach the other.
The direction of travel is unmistakable: coexistence of multiple forms of digital money: stablecoins, tokenised deposits, and beyond - underpinned by rules designed to enable rather than obstruct.
For everyone building in this space, the question is no longer whether regulated stablecoins have a role. It’s how quickly the market moves to occupy the ground these two governments cleared.

📍🇬🇧 Bank of England Unveils Final Stablecoin Framework with £40 Billion Cap
➡️ The Bank of England has published its long-awaited framework for systemic sterling stablecoins, scrapping earlier proposals for individual holding limits while introducing a £40 billion issuance cap per stablecoin.
The central bank also softened reserve requirements, allowing issuers to hold up to 70% of backing assets in short-term UK government debt and 30% in non-interest-bearing central bank deposits, compared with the previously proposed 60:40 split.
Bank of England Deputy Governor for Financial Stability Sarah Breeden said the framework would support innovation while ensuring strong consumer protections, prompt redemption rights and confidence in a new form of digital money.

📍Yesterday, BBA submitted its formal response to the Financial Conduct Authority's Consultation Paper CP26/13: Cryptoasset Perimeter Guidance.
While we welcome the FCA’s efforts to provide greater regulatory clarity, we disagree with several aspects of the proposed guidance, and have invited the FCA to revisit six key areas:
➡️ The “identifiable person” doctrine is too elastic
➡️ The qualifying stablecoin definition leaves perimeter gap
➡️ The safeguarding “control” test is broader than the harm justified
➡️ The categorical treatment of crypto lending as “dealing"
➡️ The complete disapplication of the overseas persons exclusion
➡️ The dual MLR/FSMA architecture is duplicative

🌐 Decentralised finance manages billions of pounds of public money each day.
Uniswap alone processes around $1.44 billion in trades every day — roughly $8.15 billion a week, and about $50 billion a month.
Roughly $3.5 billion of ordinary investors' money is sitting in Uniswap's liquidity pools at any moment.
Total Value Locked across DeFi sits between $95 billion and $140 billion.
On platforms like Uniswap, ordinary people can deposit a matched pair of cryptocurrencies — for example, Ethereum and a dollar-pegged stablecoin — into a shared pool. Other users then trade against that pool, and the depositors earn a small fee on every trade.
🔗 This paper tackles a costly problem in decentralised finance:
➡️ Roughly half of all liquidity providers on Uniswap V3 lose money, largely because they have no reliable way to estimate returns before committing capital.
The authors build the first unified mathematical framework that predicts what an LP should expect to earn. It models returns as fee income minus impermanent loss, under realistic price dynamics.
✍🏽 Two results anchor the work: a closed-form formula for expected impermanent loss across any volatility, time horizon and position width, and a fee-income model that separates earnings from ordinary user trades and arbitrage trades, linking arbitrage activity to the pool’s fee tier through a “variance-balance” mechanism. Gas costs are built in.
The framework is validated against twelve months of on-chain Ethereum data on the #ETH / #USDC pool. Three findings stand out.
➡️ First, the popular heuristic that narrower ranges always earn more is wrong: in high-volatility regimes, a wide Uniswap V2-style position outperforms narrow V3 positions because impermanent loss outweighs the extra fees.
➡️ Second, range placement matters more than range width — an optimally placed position earned 37% APY against 29% for a symmetric position of the same width and 35% for V2.
➡️ Third, every volatility regime has an optimal fee tier; pushing fees higher stops paying off beyond a clear threshold.

🇬🇧 Treasury and FCA Give Evidence to Lords Financial Services Committee on UK #Stablecoin Framework
🏛️ On 15 April, the UK House of Lords Financial Services Regulation Committee heard oral evidence from Lucy Rigby KC MP, Economic Secretary to HM Treasury and David Geale and Matthew Long, both Directors at the Financial Conduct Authority — as part of its ongoing inquiry into the growth and regulation of #stablecoins in the UK.
📍Key themes included the Government’s pro-innovation stance on digital assets, the push to integrate stablecoins into regulated payment chains, the debate around holding limits and financial stability risks, and the case for a GBP-denominated stablecoin.
🏛️ The BBA continues to monitor parliamentary scrutiny of the UK’s digital asset regulatory framework closely.

The "Peer Review" system isn't the absolute truth-machine people think it is. 🛑
While it provides a layer of expert approval, it’s really just a "relatively correct for now" stamp. It’s high time we admit the hidden flaw: peer review doesn't guarantee accuracy; it just checks for major errors at a specific point in time.
Science is an evolution, not a static decree. Don't mistake "reviewed" for "infallible."
