imo core problem for europe is the command structure: federal solutions are too slow and cant deal with hybrid attacks, centralised solutions are politically impossible
so decision-making capability was outsourced to US because europe is gridlocked on the political side of control

i think the core problem is that the ecosystem was lacking another client that had the institutional gravity to say 'were here longtime, were serious, and were gonna be competing with you on features'
