That is because they have no idea what it does. No one can vote that doesn't prove citizenship with notarized birth certificate or passport. Millions of American citizens have neither. These documents are not free so poorer Americans may not get around to it in time for midterms. Married women who change to husbands name are in an interesting situation that has not been resolved for this Act. Note that this administration is in charge of passports and we are in a government shutdown so getting those may be problematic as well.
And what are the logistics? Can you imagine this passes and millions of people are forced to register or re-register at the same time? I think your local post office and other places to register to vote like DMV would be swamped.
