Yes, that's deliberate and by design. The more friction the state can put around using bitcoin for its intended purposes, the more likely it is you are to use the fiat rails, stablecoins and CBDCs instead.
In the meantime, (1) don't KYC your existing stack and don't buy KYC bitcoin. It is peer-to-peer electronic cash - use it as such; (2) don't sell it - CGT only bites if you make a disposal. If you need liquidity, use it as collateral for a loan; (3) if you want to use it to buy stuff, keep a separate stack for that purpose and spend and replace as you go.
