Muoio was also given a "supervisor action" for unprofessionalism, which is unusual if the officer has repeatedly violated the same policy (Muoio has been investigated 8 times for this, 3 sustained).
He was captured on camera taunting someone he arrested.

There has also been an alarming growth in contact logs: from 16% in 2022 to 28% this year.
Contact logs are complaints that are closed for various reasons, which may or may not be valid.

The Office of Police Accountability is investigating fewer and fewer complaints under Director Bonnie Glenn.
In 2022, OPA conducted a full investigation into 37% of complaints. In 2025, the OPA only fully investigated 23%.
This is bad.

The so-called accountability system is becoming less rigorous and transparent.
More investigations are being classified as "expedited" (27%), meaning the OPA can issue findings based solely on the intake investigation but can't sustain anything.

Steiger is the son of former SPD homicide detective Cloyd Steiger, who falsified an affidavit, leading to a wrongful conviction, and was fired by the state for stiffing a waitress who wore a BLM pin in 2020.

We've also identified one of the shooters as Landon Steiger, hired in 2009. This is Steiger's second shooting. The first was in 2021.
We're still working on definitively identifying the other two, but they were apparently rookies who just completed training.

UPDATE: The Office of Police Accountability has opened an investigation into the three officers who fatally shot a man in SODO on Oct. 30.
While OPA has opened investigations into every 2025 shooting, this one is different. The allegations are "Conformance to Law," not force.

There was zero justification for this. Per Graham v. Connor, force must be "necessary," meaning there is no "reasonably effective alternative," to achieve a "lawful purpose" (handcuffing)
The alternative was just prying the guy's hands loose (what he ultimately did)

Sgt. David Adams claimed that a protester "charged" him and attempted to "tackle" him, but it was the other way around.
The man was standing about 10 feet away from where officers were making arrests, and Adams rushed him, threw him down, and started punching him.

A force trainer at the department told OPA that SPD doesn't train officers to push fleeing suspects like this ( because it doesn't train officers how to end foot pursuits. Period).

The force review board found that the action was outside of policy because Englund didn't consider the hazards in the store, which made the risk of injury high relative to the offense.
There were two other officers nearby, allowing for other options.

Englund doesn't frisk him. He searches him for evidence. A frisk is a pat-down over the clothes. Englund is picking up his jacket and feeling around on the pockets searching for car keys

The guy has no open warrants, and there's no probable cause, so Englund cuts him loose. OPA faults Englund for exceeding the scope of a Terry stop, illegally searching under the pretext of a frisk, and frisking with no safety concern.
He's suspended for two days.

After finding what he's looking for — a plain white undershirt like the one he saw on the surveillance footage — he reads the kid his Miranda rights and begins grilling him about the keys. Then Englund locks him in the back of the cruiser while he runs his record.

But there's a more serious issue that OPA hints at but never investigates: Dishonesty.
Englund repeatedly lies throughout:
- Seeing "wide eyes" at an impossible distance
- Saying he conducted a frisk, when it was clearly a search
-Claiming the guy ran

Then, Englund catches a break, and something happens that would provide the "reasonable suspicion" needed to detain him. The guy runs (or so Englund claims. It isn't captured on video)
After calling in a foot pursuit, Englund comes upon the least-running guy .

You'll have to read the story on our site to get all the details, but there is so much in Englund's account of this incident that doesn't add up. OPA politely calls it "questionable."
"Dishonest" is more accurate.

After observing some physical characteristics that matched the grainy surveillance footage he just viewed, Englund decided to do a voluntary "social contact," which was all he was legally entitled to do at that point.
