And here are the possible solutions for your questions.
1. charity is obvious answer. Now we are thinking that state is taking care of it, so we dont have to. But without the state we would be more keen to help. And I would choose people to whom I want to help. For example I wouldnt want to give my money to alcoholics. State is funding more or less everyone in need.
2. marketing - without state some companies would take care of some kind of poor people because they want to be seen as good in the eyes of public.
3. when politicians are creating some regulations, they are not thinking about every small company. Not every small company has a lawyer who can help them to be informed what to do. So from regulations are profiting big companies and small ones are dying out. Is harder to do business.

As a continue - state is actively creating poor people. Poor and weak are easily controlled. State centralized monopoly money can have monetary reform overnight, which can worsen the situation even more. Not to even mention inflation. Food is not cheaper over time, but more expensive. Some kind of free market money, as bitcoin, gold or something else would be answer to this, but state is not promoting it.

The investors can be anyone.
For example on platform people can choose to whom the money will go. 1 year for plumber and then plumber will return that by extracting it from his salary. 2% for 5years or 15% monthly in a year.
This model is working right now somewhere in Europe, maybe in Germany.
That is only one of many different models that can be taken into account. I am in favor that educated persons (or parents for the child) would freely choose the type of education.

There is also a model of education, where the child future is the investment.
Investor can pick some children and pay them education. Probably not everyone will take it to the end, but it is calculated expense.
After education for X years X% of the child salary would be deducted to the investor.
Everything by voluntary agreement.
Next answer is charity.

In Turkey there is a tax from earthquake.
