Mastodon doesn't encrypt. There already are gateways for SMTP<>XMPP, but those won't work for DeltaChat due to encryption.

Hardware attestation alone is not suitable in a generic sense to certify the security state of a device. It mainly guarantees that the OS running on the device is signed by a specific signing key. E.g, even after you determined that GrapheneOS is installed, you'd still need to do additional checks to be sure that the device is secure - because a GrapheneOS from 2 years ago should not be considered secure today, even if hardware attestation confirms it's untampered.
