It's corrupt or coercive if it is involuntary.
So we could rewrite it to "power incentivizes the user to enforce involuntary conditions on others"

When it comes to war, centralization seems to be an advantage, as it is hard for many small communities to rapidly reach consensus concerning defense. This is administrative overhead that a single nation state doesn't need to be too concerned with.
The state can already decide to not enforce your "right".
It isn't materially different in what you're describing, except you've put the veneer of "rights" over state violence.
We need to have a conversation about what "ownership".

The test of ownership is whether you can defend your claim to something.
If you can't defend your possession of it, you do not own it.
