We've held off on switching to a phone until his 13th birthday. We monitor everything, and downloads require permission from our account via app approval. We randomly check text messages and he and all his friends know we are always reading and listening so I'm not overly concerned about getting a dumb phone.

My kids have tablets with a data plan. They can already do everything (within apps we approve for download) except make an actual phone call. We video chat with them via Google meet when we need to talk more urgently than text. It reverts to audio only if reception is low.
