Policies and practices must shift from a deficit-model of preventing loss to creative approaches that prioritize food, justice, and dignity. This paradigm shift would center practices to ensure the freedom of movement, access, and acquisition of food and toiletries to facilitate the transformation of people’s health and well-being. I’ve been racially profiled in retail and grocery stores in Seattle several times. I can attest that existing practices reproduce aspects of the prison industrial complex. There are overlapping layers of physical and tech-enabled surveillance. Employees become de facto food police, separate from third party security staff. In one instance, an employee reported me to on-site security as soon as I walked into the grocery store; a coordinated effort which resulted in security staff following, watching, and standing behind me as I waited in line to make a purchase. Another notable experience involved a person dressed in plain clothes, presumably staff from a contracted security firm. This person used the grocery store shopping cart to egregiously invade my personal space as I shopped and proceeded to follow me to other spaces in the store. To this day, I remain disturbed by this person’s actions. Treating food and toiletries as assets that must be protected and prevented from being “lost” is damaging. It's a harmful application of capitalistic logic. What are we truly solving for when we live, work, and shop in the context of practices predicated on a scarcity mindset legitimized through dehumanizing surveillance? In the same way scholars and advocates argue violence begets violence, loss prevention predicated on racial profiling begets and perpetuates structural racism. In 2020, the American Public Health Association declared structural racism a public health crisis, noting the impact on Black communities, and that structural racism manifests in all our institutions. Retail and grocery stores are no exception. Criminologist Dr. Shaun Gabbidon published a study, Shopping While Black, calling out the understudied phenomena of consumer racial profiling and the harmful consequences of this practice. Consider how we gradually chip away at our humanity when we center loss prevention and racially-biased practices. We should be inspired to care, not disrupt nor destroy people’s sense of dignity, worth, and psychological well-being. Here are three solutions to spark creative discussion and action. First, build relationships with your customers. Engage them, don’t surveil nor rely on tech to tell you who people are. Get to know the people that walk into stores, this includes contracted security staff; they shouldn’t be idle literal gate keepers. Second, establish an economy of care. This means a) producing care in the form of in-house donation programs where customers can round up the cost of their retail and/or grocery bill to contribute to store “petty cash” or collective fund to subsidize or fully pay for others; b) initiate a conscious-shopping program where price labels for goods are affixed with a label that indicates whether a food or toiletry item purchase will add to a store’s collective fund to help others; c) create foodstuffs and toiletry packages that can be picked up weekly. The cost of these can be offset by shifting, in the spirit of equity, money spent on private security. A customer matching program could also help fund this; d) establish a mechanism for consuming care where people can come during specific hours/days of week to shop subsidized items and build a relationship with staff and private security; and finally, e) call in care where community members can contribute to the functioning and sustainability of care-based programs. Third, use restorative justice to respond to transgressions. Food is a basic human right, as are toiletries for personal hygiene. Consumer racial profiling is harmful to those who do it, experience it, and witness it. It separates us from each other and our humanity. Everyone deserves frictionless access to food and toiletries and without having their dignity compromised. We’re all in this together and we need each other. That goes for everyone involved: staff, patrons, and contracted security personnel. We’re all people in need of a more dignified, loving system.
