Probably because it doesn't confer anything of use to the Nostr protocol. It's just sats in an address. I think that trying to come up with some arbitrary rules around what those sats mean to everyone, universally, isn't going to work.
And using it for payments is so dumb not even worth mentioning.

CLS Global.. A Dubai-based firm.. Their bots generated 98% of NexFundAI's total trading volume.. When the FBI asked if they could sync fake volume spikes with fake news announcements.. They said absolutely..
ZM Quant.. Bots executing 10 to 20 trades per minute through dozens of wallets to look organic..
All of them knew it was fraud.. All of them did it anyway.. All of it was recorded..
And the clients were even worse..

Porém se você tem uma nação inteira que tem um valor fixo de renda integral (ex: R$500-R$600/mês), você terá um PIB consideravelmente menor, queda na valorização do real, se os gastos médios do afegão se deslocam de bens de consumo (como o pobre que tem iPhone rs) para bens básicos de sobrevivência (gás, cesta básica, boletos), a oferta de trabalho é alta e continuará sendo alta por um tempo após a implantação da RBU, porém uma demanda relativamente baixa. Porém , isso pode aumentar um pouco a taxas de trabalho de trabalho e diminuir a porcentagem do desemprego, pois a população sem o bolsa família, e com uma renda de apenas R$500 (valor fictício), tem as prioridades voltadas à uma 2° renda. Se a RBU for alta, o Brasil irá crachar em 6-8 meses pela queda brusca do PIB e a dependência integral da população sobre a renda, diminuindo a oferta de trabalho e os setores como mercados, agro etc.

It is occurring to me that Frostr may however raise other issues around on chain zaps as Frost does have issues around state that Frostr, based on my pleb understanding, doesn't run into all of the same difficulties with.
But on chain zaps or not it does seem like being able to have trustless group identities would make Nostr stand out more for a variety of entities as a unique option. Just ask any group that had to involve Twitter or Facebook to intervene around account ownership amid a blow up... What a nightmare.
Probably easier ways to handle shared utxo's by just using regular multisig solutions with something like a BTCPay server. It would be cool to make this unnecessary but definitely has challenges.
