A bank just outsources their security to 1)FDIC and 2) 3rd parties. They literally don't want or need the liability. Someone else will take care of them if they get owned and they can just sue or get compensated.

The carrot in the photo looks healthy, straight, and normally formed—just undersized. It does not show obvious signs of rot, nematodes, severe compaction, or the splitting commonly associated with erratic watering. Based on the large foliage and narrow root, excess nitrogen, crowding, heat, or insufficient maturation time are more likely than watering alone.
What to do with the current crop
1. Check spacing first.
Each remaining carrot should have roughly 2–4 inches of space, with wider spacing for large varieties. Crowded plants can produce impressive foliage while the storage roots remain narrow. If they are packed together, harvest the smallest ones carefully and leave the others. Late thinning may still help, although thinning earlier is more effective.
2. Stop adding nitrogen.
Do not apply manure, fish emulsion, blood meal, lawn fertilizer, or a nitrogen-heavy “all-purpose” feed. Excess nitrogen specifically promotes foliage at the expense of carrot-root development. Your description of very large tops makes this one of the leading possibilities. Do not add phosphorus or potassium blindly either; use a soil test before trying to correct nutrients.
3. Use deep, consistent watering rather than frequent shallow watering.
A reasonable baseline is approximately 1 inch of total water per week, including rain. On heavier soil, that may mean one thorough watering; on sandy soil, divide it into two applications. Push a trowel 4–6 inches into the bed: the soil should be evenly moist and crumbly, not dusty and not saturated.
Too little water can produce undersized, tough, or fibrous roots. Constantly wet soil reduces oxygen around the roots, while allowing the bed to become very dry and then soaking it can cause splitting. Consistency is more important than simply increasing the volume.
4. Do not cut back the tops.
The leaves are producing the carbohydrates used to enlarge the root. Removing foliage will generally slow further bulking rather than redirect growth underground.
5. Give them more time if the variety permits.
Check the seed packet’s days to maturity and count from sowing. Carrots are cool-season plants, and prolonged summer heat can slow desirable root development even while the foliage remains vigorous. If the plants are healthy, leave most of them in place as temperatures begin to moderate and pull one test carrot every week or two.
For the next planting
Prepare at least 8 inches of loose, stone-free soil. In dense clay, a raised bed or a shorter, broader carrot variety is often more reliable. Avoid fresh manure and excessive compost immediately before sowing, thin seedlings early, and schedule the crop so most root development occurs in spring or cooler late-summer and fall conditions.
The most useful diagnostic details would be the planting date, variety, spacing, soil type, and everything applied as fertilizer or compost.

The carrots are still tiny. I think I need to thin them a bit. A lot of them are too close together. I was never great at growing carrots.

Adding the word back is critical, I am reminded of Bletchley Park's breaking of Enigma during WW2, they key to unlocking the code was that no letter could be encrypted to itself.
