Yeah. Nice theory. But most people just update to the latest version because they think they get new features and/or security fixes or they do it despite what they know because some influencer said people trying to fix the mess are bad actors. Running software or deciding to run which software requires effort and people choose convenience most of the time as we have learned. So yes in theory node runners decide, but in practical terms people just want core to be the good guys and hit update whenever it pops up.
