No. I like to mix it up for the fun factor, and I have this superstitious belief that on a given day I can divine a better than average starting word.

Obviously it is the effect of one dev proofing that filters don't work. ;) That was never a working filter or limit. It was something any node-user can set as liked. Freedom.
I see you coffee machine example as showing the real problem here. You do not decide what is happening to this machine. No one is. It is not your coffeemachine and (very important:) it never stopped giving you your perfect coffee even some other users suddenly want to get a watery brown slop from it. Fees spike shortly and then you and me price this brown-waters-freaks out.
Policies do not enforce at all. Never did, never will. Consensus does.
I see it like that: No one changed bitcoin so far. Just some ppl played with their nodes and the incentives played out wonderful. Exactly as they should btw! (Miners see cash and pick it up).

Many blocks are very much empty. There is no emergency and reason for a 'temporary' softfork like BIP110 in Bitcoin.
