据美东时间15日周三的报道，白宫正在研究再次延长《琼斯法案》豁免，并讨论附加区域限制，以在缓解能源供应紧张和回应国内航运业反对之间寻求平衡。目前的豁免措施将于8月16日到期，最终决定预计将在本月底前作出。
这是特朗普政府今年以来控制能源价格的最新动作。在霍尔木兹海峡局势持续紧张、美国重新强化对伊朗施压、国际油价反弹的背景下，白宫正试图通过增加美国国内海运运力，避免能源运输瓶颈进一步推高汽柴油价格。
## 新的延长豁免可能增加区域限制
据路透社援引两位知情人士报道，本周白宫已召集能源部、交通部及内政部负责人开会，讨论是否继续延长《琼斯法案》豁免。
知情人士称，目前讨论的方案之一，是继续允许外国籍船舶参与美国国内港口之间的货物运输，但可能增加地理范围限制，仅允许在特定区域适用，从而降低来自美国航运业及共和党议员的政治压力。
白宫官员表示，目前尚未作出最终决定。该官员称，特朗普此前决定豁免《琼斯法案》，帮助避免了全国供应链短缺，政府正持续评估豁免政策的实施效果。
报道称，目前美国国内原油价格约为每桶80美元，控制能源价格仍是白宫的重要政策目标之一。
除了放宽《琼斯法案》，特朗普政府此前还曾动用战略石油储备（SPR）向市场释放原油，目前美国SPR库存已降至1983年以来最低水平之一。
## 什么是《琼斯法案》？
《琼斯法案》全称《1920年商船法》（Merchant Marine Act of 1920），是美国已有百年历史的海运保护法。
该法案规定，美国港口之间运输货物必须使用：美国建造的船舶；美国拥有的船舶；美国船员运营的船舶。
长期以来，该法案一直受到美国航运和造船行业支持，被视为维护国家安全和本土海运产业的重要制度；但能源行业则认为，它限制了运力供给，提高了美国国内运输成本，尤其是在能源供应紧张时期。
因此，美国政府通常只有在重大自然灾害或国家紧急状态下，才会临时豁免《琼斯法案》。
## 为压低油价，美国3月首次解除“船禁” 4月延长90天
此次若获批准，将是特朗普政府今年第二次延长《琼斯法案》豁免。
今年3月，在霍尔木兹海峡危机引发全球能源供应担忧之际，美国政府首次宣布给予为期60天的《琼斯法案》豁免，以此增加运输能力、缓解供应链压力并遏制能源价格上涨。
据新华社，特朗普3月18日宣布，暂停《琼斯法案》实施60天，解除往来国内港口船运限制，以期遏制因霍尔木兹海峡实际关闭而导致的油价上涨。白宫新闻秘书卡罗琳·莱维特当天在一份声明中称：“这项措施将允许石油、天然气、化肥和煤炭等重要资源在60天内自由流向美国港口。”
一个月后，特朗普政府又将该豁免期限延长，把到期时间推迟至8月16日。
据新华社，美国政府4月24日宣布，特朗普已签署文件把暂停《琼斯法案》实施的期限延长90天。白宫助理新闻秘书泰勒·罗杰斯当天通过社交媒体表示，暂停实施《琼斯法案》使得更多供应能更快到达美国港口，有助于关键能源产品、工业原材料和农业必需品供应得以维持。
## 航运业和共和党人持续反对
不过，这项政策自推出以来一直备受争议。
白宫认为，允许外国船舶参与美国沿海运输，能够迅速增加运力，提高石油、燃料及化肥等关键商品在美国港口之间的流通效率，从而缓解供应紧张。
但美国航运企业和造船业则认为，该政策削弱了美国本土航运竞争力，并可能损害国家安全。
报道称，包括美国众议院议长Mike Johnson在内的部分共和党议员本月已公开呼吁政府结束豁免，认为长期依赖外国船舶运输将削弱美国海事工业基础。
