It's not fictional, this happened. But you're right, it probably happened in 2010, not 2009. I didn't solo mine, but on a pool.

I think it is, I use a client (RelayTools-android) that only connects to one relay at a time for it's feed, so I can use less data, check my notifications, and have a quicker app. Then it connects to other relays only when I'm posting, to send the post. If apps support this type of mode, it can be helpful yes. I think amethyst might partially support it. It's like having a fast cache of the notes from your network, always collecting them in the background for when you want to read them.
This is also the problem with hyper regulation killing local industry (e.g.: banning the sale of raw milk which forces farmers to go through processing plant intermediaries).
One far-away crisis should not shut down the entire planet to this extent.
Global trade is good, but we should be far more resilient to this.
