UASF's are to persuade miners to make decisions -- they're the gun pointed in their face (or in the case of BIP-110, the gun pointed at a lamp they might sort of like and would take 2-3 days for a replacement to arrive).
The only environment in which you wouldn't need miners would be one where proof of work didn't matter.

Curious to see where Jeremy spoke of an emergency level do or die upgrade. Because it'd be entirely wrong. When it gets hard to get enough blockspace to open or close Lightning Channels we may get to something approaching emergency levels.
As for the consortium, nice to see devs getting paid.
They can code all they want, just like anyone else -- it's an open GitHub.
Quantum is a silly concern but we do need to plan around the breaking of secp256k1 and if quantum is what motivates people that works.
No amountof paying devs makes a protocol change though.

At the moment you need to back up on Mutable first but I’ve already got relay discovery working for kind 3 follow lists, so it should be able to do the same for other list types.
