Back when I did "web stuff" for a law firm, I remember getting tremendous joy out of over-optimizing our websites. While all law firm websites served giant images that didn't even use CDNs, we had the fastest website around. Probably faster than 99.99% of websites on the entire web. I literally watched Google's developer optimization talks to figure out how to squeeze every last bit of performance out.

What do you mean by download? Do you mean saving someone's profile picture to your hard drive or downloading in the background so it appears in a client?
Either way, (I'm really not the guy to ask), I assume it would be similar to how images can be compressed on a web page when it's being used as a small thumbnail vs a larger image when opened. I'm guessing you'd either have two files or some method of doing this automatically
