“这个事情你不用再找人了，我肯定给你管到底。”
2026年5月22日，包头市市长孟庆维的这个表态热传出圈，外界的目光再次聚焦这座“草原钢城”。
当天，孟庆维是在12345政务服务便民热线受理中心接听群众来电时说的这句话。包头“一把手”接听12345热线始于2025年10月，每周都有一位行政机关“一把手”接听热线。
自2000年11月开通政府热线电话以来，包头市的12345功能已经发展成收集民情民意、处理投诉建议的主体平台。不过，包头市行政审批和政务服务局此前尝试自主协调区县、市直机关“一把手”接听群众来电成效并不佳。
变化始于2025年，曾在北京、江苏任职的陈之常转任内蒙古自治区党委常委、包头市委书记后，以空前的力度推动“一把手”接听12345热线。
不只在包头，2026年以来，安徽、广东、海南、北京等多个省（市、区）党政主官都当了12345的接线员。始于1980年代“一把手”接热线，效果与“一把手”的意志绑定。
包括包头在内，各地在推进“一把手”接听热线的同时，也将把个案处置转化为系统治理列为地方探索的重点之一。
#### “让领导知道不足”
“各位领导，一会儿接听市民电话，有三句话不能说：‘我不知道、我不管、我管不了’。”
2026年8月4日上午9时，包头市水务局局长高崇走进直播间，活动开始前，工作人员对他和相关科室人员作了简单培训。
工作人员在PPT里列出了包头市水务局2026年1月至8月承办群众诉求和企业诉求工作中存在的主要问题：办理回复时泄露来电群众的个人信息、上传的文件不规范。
云磊是包头市12345政务服务便民热线受理中心主任，他告诉南方周末记者，这个环节的目的，是“让领导也知道本单位办理12345诉求件有哪些不足”。
云磊还补充了一个细节。按照包头市委、市政府统一部署，每周二，一名地区或部门“一把手”接听热线。包头市水务局是第一次单独上线，周一下午就主动前往受理中心交流，还寻求改进工作的建议。
活动名为“一把手”接听热线，实际上是“一把手”带副局长、科室负责人等十余人一起接听热线。
当天一个半小时的接线时间里，水务局各级领导干部共接听群众及企业诉求30件，反映的问题主要集中在供水、水资源管理、河道流域管理等方面。
云磊说，按照以往经验，“一把手”接听时段，呼入电话数量巨大，先由受理中心接线员筛选出与当天参加接线活动的单位业务契合的，再转给接线的领导
