As I think you have alluded to, it's rumoured to be done through Google Play Services not via the OS. No Google Play Services, no problem is my understanding.
Luckily we have options, GrapheneOS, CalyxOS etc (Plus its not 100% locked down, you can jump through some ridiculous hoops to bypass in stock OS versions) also, we can all just open a laptop (hopefully you all run Linux) and continue as normal without being glued to a smart phone.
I see where you are going and of course Google appear to want to make things difficult but this his is when we realise we don't all need to be using Google forever, vote by not using or funding their services 🤙🏻

I believe we manifest our realities based out of fear or love. It’s a spectrum. We attract what we are. I have been fearful and loving and I know what it feels like to see a mirror. That’s my take. So there wouldn’t be a reason to have a gun it doesn’t fit for me in my reality.
