Scaling means the sysem grows linearly to more machines being added.

Lightning bitcoin is a trustless ledger of a basket of bitcoin. This solution is like a bond contract for base currency but between two parties. It could be scaled further using a complex multisig channel or covenants withing pooled bitcoin UTXOs.
The settlement of Lightning channels will be seen in the future more like end of year book balancing than a method of finalizing payment.
