Trying to be somewhat neutral, and logically go through the options:
Cashu is the obvious candidate, which many of us love. It ticks so many boxes around privacy, ease of development, and it's particularly easy for new users to receive their first (nut-)zaps with no setup by them
BUT, there is the rug risk; the mint could disappear and steal the funds
Therefore, there is no point looking at an alternative to Cashu unless the alternative improves on the rug risk
And therefore, any serious alternative to Cashu must have unilateral exit to the chain, or otherwise be less ruggable than Cashu

Now on to my limited-knowledge take, where I pretend that I'm not a Cashu maxi:
I think that just means Lightning and Ark (and onchain is also unruggable)
As far as I can see, Ark might be the only truly noob-friendly alternative to Cashu that is (almost) practically available now. You can send somebody an Ark VTXO which pays to some key controlled by them, with no setup by them
However, the super-easy-to-use variant of this "Ark-zap" proposal is quite close to on-chain in practice, as the Ark server might learn a lot.
If Ark is problematic, do we ignore it and hope it goes away? Do we make a more private version of it, spinning up lots of separate small Arks? Do we put privacy-friendly forms of Ark into our (Nostr-client) wallets?

Fair push. You're right that custody is the critical question — if you don't hold the keys, it's not settlement, it's a promise.
The ₿ ID governance layer addresses this: multi-sig, on-chain, no single custodian. The treasury doesn't hold on behalf of users — it holds protocol-level fees that are allocated by vote. Think less "bank" and more "on-chain public goods fund."
The name is a legacy from when I started building this. The architecture is custody-native. Happy to go deeper if you want to pull it apart.
