Once upon a time they used to grant you unfettered access to their platform based on having pre-authorized a single dollar on your credit card, and when the card started declining they would send you polite emails but not shut your servers down... For about three months!

100% it is. I think part of the reason they only released 5% of the stock flow for trading, is because they knew retail would pump it up.
