In Costa Rica it's baked in. Designs are made for builds and engineers get a % of official quoted cost when applying for a permit to build. The property owner is trying to understand the cost of a build by negotiating with an engineer who is incentivises to maximise the cost. It's fucking stupid right now. Example: have a friend who just built a house and they're friend did the costing honestly. The actual build has come out at around 950usd/sqm. If you go and get quotes from building companies right now, the range of quotes for the same thing is 1300 to 2500. Obviously, market forces kick in due to the moral corruption of malincentives and I know of people who're just delaying until it comes back down. It's driven by lots of foreign money coming in and probably a lot of money laundering. Fascinating to watch but very frustrating. The worst thing is, there's a luxury property tax and it's based on that registered figure so you could suck it up, accept the grift and just say yes but then you get a nice tax on top. This insanity is partially what's driving rents up as peopleseek returns in investments. The beauty is, it's locals fucking over locals and foreigners get the blame. Human dynamics
